Healthy, growing and multiplying churches are built on strong, faithful foundations. The Church Governance Audit Toolkit has been developed by CCCAust NSW to help local churches strengthen governance in ways that serve both mission and people. Governance and compliance are not simply administrative tasks—they are expressions of care, stewardship, and responsibility in the life of the church.
This resource is designed to support Churches in creating safe, welcoming and well-ordered communities where the gospel can be lived and shared with confidence. It provides a practical self-assessment across key areas including purpose, leadership, child safety, facilities, policies and compliance—helping churches identify strengths, address gaps, and take clear next steps toward greater integrity and effectiveness.
How to Use This Resource
This audit is best completed by Elders and key ministry leaders as part of a regular review rhythm. Each section includes simple checklists to guide discussion, highlight risks, and prompt action. Where gaps are identified, these should be captured in the action plan with clear responsibility assigned—encouraging ongoing, faithful improvement rather than point in time compliance.
Foundations
Church governance is ultimately a theological responsibility before it is an organisational one. Scripture presents the Church as God’s household and flock, with leaders called to shepherd faithfully, act with integrity, and steward what belongs to Him. Governance is therefore an expression of discipleship—caring well for people, protecting the vulnerable, and leading in a way that reflects Christ.
This includes a clear commitment to safety and pastoral care. Protecting children and vulnerable people & providing safe spaces for all is not simply a legal requirement but a gospel priority, flowing from Jesus’ own concern for the least and most vulnerable. In the same way, clear structures, accountability, and transparency reflect the biblical call to leadership that is above reproach and conducted with integrity.
Good governance serves the mission—it does not compete with it. Policies and procedures are tools that support healthy ministry environments, helping Churches operate with wisdom, safety, and credibility. When practiced well, governance strengthens the church’s witness, enabling it to proclaim and embody the gospel with confidence in both word and action.
